Living in Russian cities will be more comfortable

On November 21, 2016 a meeting of the Presidium of Presidential Council for the strategic development and priority projects was held. One of the main topics discussed at this meeting was the issue of improving the quality of housing and communal services and the creation of a comfortable life for the people of the urban environment.

During the meeting, the goal was set up to reduce the accident rate on thermal facilities, water supply and sanitation by 30% till March 2021, as well as to bring housing and communal services to a qualitatively new level. In particular, there will be created unified standards for the management of apartment buildings, the system of evaluation quality of service and pricing of management companies by residents, state information system of housing and communal services. In addition, the government plans to review the system of regulation of the industry, which will increase its investment attractiveness.

As for the formation project of comfortable urban environment, major changes are coming also up to March 2021. A key thesis of this program is the involvement of residents in the planning process and in implementation of improvement in their settlements. For this purpose new rules of improvement will be adopted providing account of the views of citizens in creating such programs, as well as mechanisms to support activities, including financial, initiated by citizens. New rules and requirements will create a need for qualified professionals able to implement these projects. 23 people from each constituent entity of the Russian Federation will train under the program “Creating a comfortable urban environment” for this. Also, on the basis of competition Ministry of Construction, the special register to be created, which will include the best implemented projects for improvement. This will further to replicate the most successful projects across the country. It should also be noted that the Government intends to support this direction of urban development by allocation of funds from the federal budget.
